Sniffer partners with a number of Scottish and UK stakeholders to develop and maintain networks to discuss and deliver aspects of Resilient Catchment Management. We are currently running knowledge management work in these areas:

· Supporting implementation of the Water Framework Directive and partnerships with UKTAG;

· Flood Risk Management and the annual Sniffer FRM conference on behalf of Scottish Government and stakeholders;

· River Restoration projects in partnership with Scottish stakeholders

Our vision is to support Scottish professionals working in the fields of flood risk management, river restoration and WFD implementation in being more joined up and aware of each other’s networks and initiatives and are sharing good practice and know-how which enables better on the ground River Restoration and Natural Flood Management works to be implemented.

UKTAG - Sniffer partnership

Sniffer works in partnership with the WFD-UK technical advisory group (UKTAG) for Water Framework Directive implementation. We employ the UKTAG co-ordinator who works to support the UK environmental regulators implement the WFD in a transparent and consistent manner across the UK across the areas of:

  • River basin characterisation;
  • Ecological and morphological classification;
  • Programme of measures;
  • Environmental standards.

Information on Water Framework Directive

The EC Water Framework Directive (WFD), the most significant piece of European water legislation for over twenty years, came into force in December 2000 and established a new, integrated approach to the protection, improvement and sustainable use of Europe's rivers, lakes, estuaries, coastal waters and groundwater. Flood Risk Management

The FRM service



Since 2004 Sniffer has provided a knowledge management service building networks to support the development and implementation of the Flooding Bill (Scotland).



Under this service Sniffer:

  • Develops knowledge, understanding and awareness of research programmes and initiatives in the UK and EU;
  • Hosts the annual Sniffer FRM conference. Outputs from the 2012 event are found here.

Natural Flood Management Implementation Workshop

Sniffer also developed and delivered an interactive event looking at issues associated with implementing natural flood management measures. Outputs are found here.

Background on the Flood Risk Management (Scotland) Act

The EC Floods Directive came into force in November 2007. This, along with the reality of recent flood events and the impact on lives and livelihoods, is a key driver for supporting work in the area of flood risk management (FRM). Although our work currently focuses on Scotland we are keen to work more closely with our other members and stakeholders in building networks, identifying knowledge gaps and delivering research management services. Future work is likely to include a greater involvement in natural flood management and supporting Local Authorities in Scotland to enable them to deliver their new responsibilities under the Flood Risk Management (Scotland) Act .

Hub direction and strategy

Work within this hub is well established in the water environment and our vision is that as a result of our work Scottish professionals working in the fields of flood risk management, river restoration and WFD implementation are more joined up and aware of each other’s networks and initiatives and are sharing good practice and know-how which enables better on the ground River Restoration and Natural Flood Management works to be implemented.

We will also aim to support groups working with communities to have access to information to understand and build resilience to flood events.
