Working together to manage flood risk: developing and implementing flood studies workshop

Purpose

This workshop aims to improve the process of developing and implementing flood studies – and will help to shape the next flood study cycle. It will explore and clarify roles, responsibilities and expectations throughout the process – and look for opportunities to make it work better.

We will share experience amongst all of those with a role in commissioning, developing and approving flood studies and surface water management plans. This will include local authorities, consultancies, Scottish Water and SEPA.

To attend this workshop all attendees are required to register and complete a survey which will take 20-30 minutes by the 16 August. This will inform the workshop design and outputs.

Background

Strong partnerships and collaboration has been key to Scotland’s successful implementation of the Flood Risk Management (Scotland) Act 2009. One area for collaborative working is the undertaking of flood studies by consultants for local authorities. Flood studies are a critical stage in the delivery of flood risk management, providing an improved understanding of underlying risk as well as identifying the most sustainable options to reduce the impacts of future flooding.

Workshop outline

This one day workshop will explore:

  • Best practice in taking forward flood studies, including study briefs, methodologies and draft/final outputs and improved communications between all parties
  • Sharing of common issues, problems and solutions and identifying further guidance that may be required to overcome any issues and problems
  • Improving understanding of linkages and interdependencies between commissioned flood studies, climate change information and the development of modelling, flood maps, flood warnings
  • Improving clarity on the roles of SEPA, Scottish Water and others on technical review and approval of flood studies and related technical work
  • Identifying and addressing any capacity issues within Scotland to commission, review and complete the work within the time requirements of the flood risk management planning cycle.
  • Influencing and informing the next planning cycle
